Dilemma of the death penalty: cost worth it?

The cost of prosecuting two men and a woman accused of two of the most heinous crimes in King County in recent years is $656,564 and counting.

The cost of defending them is even higher: $4.3 million, and also climbing.

Like other counties in the state, King County is struggling with the rising cost of criminal justice, which has forced Prosecutor Dan Satterberg to eliminate the jobs of 36 prosecutors since 2008. But while budget constraints have forced some counties to all purpose abandonment death-penalty cases, King County currently has two active capital cases.

A third, last year's prosecution of Conner Schierman for killing a Kirkland family of four in 2006, has thus far cost the county $2.4 million.

The county's current death-penalty cases include the prosecution of Christopher Monfort, who is accused of ambushing two Seattle police officers, killing one, on Halloween night 2009. Two other defendants, Michele Anderson and Joseph McEnroe, could also face execution if convicted of the slayings of six members of Anderson's family on Christmas Eve 2007.

While trials for the three defendants are off months, defense lawyers are racking up costs for expert witnesses, investigators, forensic analysis and other elements crucial for death-penalty trials. In the meantime, prosecutors, police officers and crime-lab analysts are also tallying up costs while La for the trials.

Portland-based defense attorney Jeff Ellis, who handles death-penalty cases across the country, said the high costs of prosecuting death-penalty cases - which can also include years of appeals - has resulted in a drop in death-penalty cases. King County, with two cases, is an anomaly, he said.

"There is a downturn in the number of death-penalty sentences being sought and imposed because of the costs associated with them," Ellis said. "What's happening now [in King County] is a reverse of what's happening nationwide."

In 2010, there were 46 executions in the U.S., including one in Washington state - a 50 percent drop since 1999, according to the Death Penalty Information Center.

Satterberg defends the county's filing of death-penalty cases despite the high cost. He blames much of the increased costs are what he calls an "industry" that has been created by death-penalty attorneys.

"it is the law of our state and a punishment we reserve for the worst of the worst offenders," he said of the death penalty. "If people want to change the policy they should do so through their elected representatives." "It shouldn't can't be done by defense attorneys running up the bill."

The most recent study of state death-penalty costs indicated that a death-penalty case generates roughly $470,000 more in costs at the trial level than a murder case in which the death penalty is not sought - over an additional $70,000 or so in court costs, a figure that includes courtroom staff. The same study, released by the Washington State Bar Association in 2006, found that more than $200,000 on average is spent on appeal costs.

The total cost of prosecuting and defending Schierman, 29, who was condemned to death last year for killing four members of a Kirkland family in July 2006, will likely rise much higher than the current $2.4 million. Now that his case is on appeal, it's unclear how much more will be spent on legal costs and how long he will be on death row.

CAL Coburn Brown, another King County defendant, was put to death last September for the May 1991 rape and murder of Holly Washa, 21, in a SeaTac motel. His execution came more than 16 years after his conviction.

The seven remaining men on Washington's death row have been there an average of 12 years and four months, according to the state Attorney General's Office.

V. David Hocraffer, who heads King County's Office of Public Defense, approved defending people who face execution is expensive, but he believes he has a solution.

"Financially, if the goal is public safety you could save money by not having the death penalty on the table." "There are places where the counties just don't have the funds," said Hocraffer.

King County's Office of Public Defense funds legal services for people determined to be indigent, as well as other work performed by the county's four public-defense firms. Hocraffer's budget comes from King County's general fund.

In nearly all death-penalty cases tried in Washington, the defendant has been determined to be indigent and has been assigned a publicly funded legal team.

Hocraffer said he never budgets for a death-penalty box, so at times he goes to the Metropolitan King County Council for supplemental funding.

Ellis said that capital-punishment defense work is growing in cost because "lawyers are spending more time to prepare." He said that many jurors want to know everything about the defendant's life and have become savvy when it comes to technology, forensics and evidence.

"There are investigative and expert costs;" "jurors want to know more about forensics and the human mind, what influences it and what causes a person to do certain things," Ellis said. "Those are really expensive proposals."

Since 2007, King County has applied annually for assistance under the state's Extraordinary Criminal Justice Costs Act, which is administered by the state Office of Public Defense and is designed to help defray the costs of defending capital-murder counties boxes. In 2008, the county received $286,000, said Hocraffer.

Satterberg said he has seen a sharp growth in defense costs in capital cases, including hiring expert witnesses, evidence research and investigations.

"There's an industry that has cropped up around it. It just seems that there's an acceptance that if it's a capital case it's going to take two additional years to get to trial." "It leads me to the observation that the opponents of the death penalty are often in charge of running up the costs and delaying the cases," Satterberg said.

While Satterberg has cut costs in his office through layoffs and by freezing positions, he says he will not back down from pursuing the death penalty in the most egregious cases.

Since the arrests and charges of Anderson and McEnroe in connection with the slayings of three generations of Anderson's family in Carnation on Christmas Eve 2007, public defenders have spent about $1.7 million on defense costs for Anderson and about $1.5 million on the defense of McEnroe.

The former couple, who are each charged with six counts of aggravated murder, are expected to face Board next year.

Since Monfort's arrest Nov. 6, 2009, public defenders have spent more than $1.1 million preparing his case for trial. Monfort is charged with aggravated murder for allegedly killing Seattle police Officer Timothy Brenton, and with attempted first degree murder in the wounding of Officer Britt Sweeney on Oct. 31, 2009. A trial date has not been set.

Dan Donohoe, spokesman for Satterberg, said that the Prosecutor's Office has spent more than $470,000 on the Carnation case and less than $200,000 on the Montfort case, figures that include salaries for prosecutors.

The prosecution's expenses include hours logged by the senior deputy prosecutors trying the case, has had and the cost of expert witnesses. It does not include costs incurred by police departments or the state crime lab.

Work at home received way to hand

I look forward to the summer for a reason: freedom. It is the only time I that someone does not dictate my every move, tell me what I should try to learn and aspire to my time with how I must learn.

My enthusiasm for this summer is incomparable. Thoughts of what I could do dance in my head until a comment last year of school my English teacher sent a bolt of lightning through my ears and caused a storm so dark cloud clouded my positive thoughts since then.

My professor informed us that every student in our school district was required to read a book from a list of reading approved summer and be ready for a test at the beginning of the school year. What! No, no, no, no., no, no! My dreams of the series Harry Potter reading with my sister and all the beautiful, non-approved books, that I wanted crashed into a brick wall and landed in a pile of rubbish unrecognizable.

Why can't they just let those who want to read, read what they would like to read for once? When I decided to schools really need to put a limit to this thing. Work at home received too many hands. He eats up to nine months of my life, and now it begins to chew holes in the rest of their.

As I thought about my homework dilemma, I learned about some school districts across the country who have adopted policies limiting the duties. The Los Angeles Unified School District of California recently adopted a policy requiring that only 10 percent of the level of a student can be based on the duties. The amount of homework is not diminished, but the weight that she played at the ground level of a student is considerably smaller.

In New Jersey, Galloway Township School District could limit the duties in a different way. The amount of homework a student would each day would be 10 minutes multiplied by the grade school level, and no duties would be assigned the weekend. For example, a first-grader would have 10 minutes, a sixth-grader would have 60 minutes, and a high school senior would have two hours.

I decided there is a lot of reasons why these ideas limiting the work at home should be used more often. Limit duties increases and extends the desire to learn, encourages more meaningful assignments, and allows students to participate in extra-curricular activities and to become involved in their community.

By limiting the duties, students are happier to learn and that desire actually lasts longer. Recently, I spent four days in a camp of Archaeology in the Canyon of nine miles based on the use of compasses, maps, and UTMs (a geographic coordinate system) and learning on geology and anthropology.

I was so intrigued all and jumps with enthusiasm. Think about my experience, I understood how educational everything that was and asks why so I liked that I had hated the previous school year. I have concluded that all the duties and school tests had been so overwhelming that I had lost all of pleasure and desire to learn. The weeks of the summer brought back my enthusiasm and I could learn a lot at this camp it. Therefore, if less homework is assigned, students retain their enthusiasm for learning and, therefore, to learn more.

Having less duties will also increase the significance of the assignments that are given. The homework given is better most likely to help students understand the key concepts and quality. Right now, assignments are Remies as of Halloween Candy and few of them are productive. By reducing the amount of work at home, one can also reduce the amount of busy work. This allows us to stop circumlocutions and some actually effective learning.

Less homework students are given, they can take advantage of extra curricular activities and to become involved in their community. Extracurricular activities and service in our cities and neighborhoods are good ways for students to acquire new skills, that they would not otherwise be developed. It allows the student to become well-rounded and achieve success in many different areas of life. Too duty limits these opportunities because students must spend this time on all their school work, instead.

If you want the best results in the classroom, start with working from home. Feed it to the dog before you assign.

The most significant additions in The Sims 2 are the behavioral and character enhancements made to the sims themselves. While sims still have specific personality types determined by their horoscopes and adjustable individual characteristics -- such as neatness, niceness, and playfulness -- sims now have some notable major new features, such as memories, genetics, aging, and the new aspiration/fear system. This sequel also features enhanced appearance editing tools that allow you to customize clothing, hair styles and colors, and even lets you make adjustments to facial features. The genetics function takes your ability to create a family and builds it out further, letting sims pass on genetic information to their children. When creating a family, you can now have the game randomly generate children based on their parents' appearance and personality, though you can still edit those children. You can choose to re-create a real-life couple or family to see what kind of genes get handed down from generation to generation. Or you can experiment by interjecting some DNA from an alien into the family tree, as The Sims 2 includes the ability to create aliens from outer space and even marry them off to your more outlandish sims family members.

Another adjustment to The Sims 2 is the application of the aging and aspiration/fear systems. While the aging systems consequences are fairly obvious and straightforward, the aspiration/fear system can actually help your sims stave off old age. This new system allows you to choose one of five aspirations for your sims, including building a family, earning money, seeking knowledge, experiencing romance, or being popular. These aspirations are immediately realized by four simpler goals that get displayed onscreen, as well as three basic fears. Each sim has an aspiration meter which can fill up as you complete goals, or empty out if your sims' worst fears come true. Goals can be as immediate as throwing a successful party, or as long term as eventually winning over other sims as friends or spouses. Fears can be equally straightforward or long term, such as the fear of being rejected or getting fired from work.

Just as in life, if enough fears are realized, your sims lose their aspiration and go temporarily insane, although fortunately for your sims a therapist usually shows up. During this period of insanity, your sims can become unresponsive, ignoring orders you may be giving. However, if your sims successfully complete their goals, they earn more aspiration points, causing their meter to progress from green to gold and eventually platinum. The higher your sims' aspiration meters reach, or the longer they stay in the platinum range, the longer your sims remain as "normal" young adults.

The 40 new holiday objects included in The Sims 2: Holiday Edition allow you to celebrate several holidays in style. From Halloween objects, to firecrackers, wallpaper, presents, tree decorations and more, you can let your sims celebrate New Year's or even invite Santa Claus over for supper. And there is even a new movie-making feature that lets you "film" your sims in action and save the video to your computer. The Sims 2 even looks great, powered by a powerful three-dimensional graphics engine.
